SECE, in compliance with Law 2/2023, of 20 February, regulating the protection of people who report regulatory infringements and fighting corruption, has developed and implemented the internal information management system and within this system has implemented the internal information channel, available to those people who wish to report possible irregularities and acts of corruption in a confidential and protected manner.

In accordance with the principles of transparency and safeguarding provided for by law, this channel guarantees the confidentiality of the identity of the person who wishes to report, as well as the prohibition of reprisals and protection against adverse consequences arising from the report. All reports received will be treated with the utmost seriousness and confidentiality, and the necessary measures will be taken to investigate and sanction any reported regulatory infringement or act of corruption in a fair and effective manner.

The objective of this whistleblowing channel is to provide people with a safe and reliable space where they can make their voices heard and contribute to the fight against corruption. Through this whistleblowing channel, all those with relevant information on possible regulatory violations or corrupt acts are invited to come forward and provide their testimony in a responsible manner.

NOTICE

The Information (Reporting) can be done either with the identification of the informant (reporter), or even anonymously. If anonymity is chosen, the informant will not be able to receive information on the progress of the report, but will only be able to see the report´s status by directly accessing the follow-up option with the ID that will be provided at the end of the submission of the Information (Report).

It should be borne in mind that both the informant and the people affected by the report will have the right to the preservation of their identity, under the terms provided for in article 32 of Law 2/2023 of 20 February. Furthermore, informants have a series of rights, when the information they provide complies with the requirements of articles 2 and 35 of this law, including the prohibition of reprisals (article 36). It also includes the measures of support and protection against reprisals that the Law contains in Articles 37 and 38.

It is also reported that ‘communicating or publicly disclosing information knowing it to be false’ is considered a very serious offence and that the Law provides for fines ranging from 30,001 to 300,000 euros for individuals who commit such an offence (articles 63.1.f) and 65.1.a) of the Law).
